For Kagato to have even become aware of Mihoshi's existance, her abilities would have to be significant. After all, there are probably billions of officers in the GP. Hundreds of millions at the very least. Kagato certainly wouldn't have been studying the files on all of them; he had far more important things to do. No, he would only have bothered to read up on the best of the best.
