Ilpallazo-sama is a representation of the arch-villain types that had appeared in some anime titles prior to Excel Saga coming out. Kagato certainly may have played a role in his creation, but if so, he wasn't the only one.

Ilpallazo isn't evil enough either. Kagato does his own dirty work :) Ilpallazo's got Excel and the other girl who's name I cant' remember atm. Kagato's got an enslaved Ryoko and an imprisoned Washu. Now that's just cool.
