Well, Hayashi certainly gets a co-creator credit because there's no doubt he had creative influence. But I think it is pretty clear that when it came to the story and characters, Kajishima-sensei had the most influence since this was apparently a story concept he'd had for a long time.

But you are right in that Hasegawa-sensei does not get a co-creator role in this.
