No, Minagi doesn't look like Ryoko. She's thinner and cuter. The picture you posted above looks like artist took Ryoko figure and added stripes to it. It's not based off of Minagi :/ |

Next Minagi piccy you post, make sure it is pretty thin Minagi face and body. This one has Ryoko face (twisted with Ryoko attitude and cruelty). |
