What was the deal with the flashbacks of Mihoshi her brother was getting?

I don't know too much about it, but what I do know is that Mihoshi either committed suicide or was killed, brought back to life and he swore to not let anything like that to happen to Mihoshi ever again. Thats just what i've heard if i'm wrong someone please correct me.

All we really know is that Mihoshi was once a fairly normal and intelligent individual, until some unspecified incident occured which left her in the forgetful ADD state she's now in.

Indeed. It's also been stated that her hair ribbon is the only thing keeping her sane.

The hypothesis I subscribe to is that she had some sort of other-dimensional encounter (higher or lower) which twisted her both mentally and physically.

That or she got dumped.

Another giant tease from Kajishima-sensei and a frustrating one at that. Rumor was that prior to the new deal which saw the GXP-->OVA 3-->ISM creation, Kajishima-sensei was going to write a fourth TM!R novel entitled "Mihoshi" and he'd go into her family's history and explore her as well. Frankly, I'd love to see this happen, but maybe in anime form instead.

Character's pasts in this series should stay in the realm of the imagination. It's a rich source of speculation and fandoms thrive off of that. I would rather wish MK explored the present and pushed the family formula that was proven. Tells us more about Tenchi and the girls! Not how it came to be :/

The best use of the past is short, interspersed snippets, like Washu telling Tenchi of her 1st husband on the pier, which immediately added to the main characters and strengthened the story in the here and now.

Mihoshi was once a very intelligent and excellent Galaxy Police officer and in deeply in love. However something happened, perhaps it was the stuck up Kuramitsu family sticking their noses in or he simply didn't love her anymore, and she committed suicide. Her family managed to revive her somehow but the side effects were how she acts now- you know, lack of intelligence etc and I don't think she can remember alot of what happened. I read that somewhere and I don't know if it's true, but I believe it (:
