Hmm this one is tough. So many women in the Tenchi OVA universe have such large, nice busts.

1. Seto/Washu/Tsunami/Tokimi/Mikami (they all seem equally large)
2. Mihoshi
3. Flora (from Saint Knight's Tale/for you Jibril since you don't watch)
4. Ryoko Balta/Amane (another tie)
5. Noike
6. Ryoko (it's hard to place her actually + apparently her boobs are sagging)
7. Adult Neju
8. Airi
9. Kiriko
10. Ayeka (easily the smallest not counting Sasami)

I can't really judge some like Misaki and Funaho because they were always wearing such heavy and restricting robes.

PS - I've edited it, moved most up, now Mikami ties with Seto and the Chousin. And I've added Adult Neju to the list.

yea, with ayeka, after currently just reviewing her from ova 2 and 3, her boobs have definately gotten bigger. But kajishima kinda was able to make it fit in. Like you only notice if you are specifically focus on her boobs, which most of the time with ayeka, she doesn't wear anything that make you notice her boobs, or show that much (if any) clevage unlike others( mihoshi's fine ass lol)
