I would say (OAV1/2) Tokimi Washu Tsunami Mihoshi Kiyone Makibi (Mihoshi Special) Ryoko Aeka IMO, there is little significant difference in the bottom 4. In OAV1/2 Mihoshi/Ryoko/Aeka were all considerably petite imo. While Ayeka was represented and shown as considerably flat in episode 4, but when she and Ryoko made the deal in the bath in episode 7 (Night of the Carnival), they were nude and looked to be equal. Idk when or how Mihoshi got a reputation for being big busted, in OAV1, she looked no bigger than the others. |

It's hard to rank Tsunami's bust size in the first two OAVs because we don't really get a look at it through her heavy robes. The only place we get a look at Tsunami's cleavage is in a couple of MK doujins, and there it looks at least around the size of Misaki's. |
