Anime is made in Japan, seeing as how Anime is short for Japanese Animation.

Haha, the Megatokyo characters have heads like Tenchi's. Oh, and their eyes are like three feet apart. But at least it's Fred's style. It doesn't have to BE Japanese, you know? You're not Japanese, you will never be Japanese, so just use your own art style.

The animation itself os the aspect that's often made in Korea, China and Taiwan and whatnot. The bad news: you could try to just WRITE anime, but many series are based off of manga and if you only do the writing it might not be made into an anime at all. If you want to write you should be open to writing for anything, not just anime.

Oh yeah, and if you DO make one and it becomes popular, people WILL make hentai doujinshi of it.
