Well, Im quite skinny, and I do believe in the value of a healthy lifestyle and exercise, but this sort of thing goes a bit against my political philosophy. Let's assume that it would start out ruled by a hieght by weight chart. Those things usually go by frame size and there are three. The frame size is determined by the bone size at the wrist. Body builders and power lifters would be pissed off by that. Reason being is that a body builder can be at 12% body fat via submersion testing and still be over weight on that chart. When Schwazenegger was at his most massive in 1980, he weighed 245 lbs. But is only like 5' 10" or 5' 11".
