I want to start really giving out my picture collection, but it has to be organized first>.>

Do images even have tags? I guess the best you can do is bring them up in thumbnail view in Windows, then click on a particular character, for example Ryoko, then hold down the control key and click all the other pics of ryoko. Then when you got them all right click and choose "Cut" Then go to an empty folder and paste them all in. It takes a while but will get your pics sorted.
