Neelick isn't only the admin., he's the board founder and owner.
As for my opinion of Sakuya it ties into my overall impression of Tenchi in Tokyo. Overall, I thought Tenchi in Tokyo was the least true to the OVA characters and for me anyway, was the weakest of all the Tenchi incarnations that I've watched (Tenchi Universe, Tenchi OVA's, and the first 2 movies...I'll get around to watching Tenchi Forever sometime). Tenchi in Tokyo for me was "hyper-Tenchi" or Tenchi spazzed out.
I could not get into it, and even one episode that I did somewhat like ("Long Distance Lunacy") I only liked because it was so...looney (maybe I was in a goofy mood when I saw it).
Further, Sakuya isn't real. She is an extension of Yugi (a shadow of her). In the end, maybe she will become real (Yugi/Sakuya) when Yugi grows up, but as she was in Tenchi in Tokyo, I did not like her. She does indeed fall into the ranks of a "Mary Sue" as far as I saw her:

Thus, I really did not feel any strong affinity (or any affinity, really) for this character at all. I thought Tenchi in Tokyo as a whole was weak, and again, this shades my perception of Sakuya. I tend to simply ignore Tenchi in Tokyo, and to me, Sakuya is a really minor character that I don't consider as one of Tenchi's choices.
If anyone feels differently, that's fine, and I respect that.
