Is there way to stop normal posters having ability to edit

thread titles? I think only mods/admin should be able to do this.

I think it is not good ability for us feuding posters to have and detrimental to board.

Not really pasttime, just because others do it too sometimes. It is used as a retaliatory measure most of the time with other 1% to correct misspellings or give better name to thread - but this can be done through moderator.

So far, I see no other board with this ability, it not good imnsho.

Yes, it is possible to deny that permission in the BBS settings. Whether it is a good idea or not is a different matter altogether. People going back and "tampering with the evidence" of their posts is a bit unusual so I doubt that Neelick would go along with a change of permissions. One thing that is a bit easier to do is enable the timestamps for edits so that everyone can see when and where posts were edited and by whom. The timestamp won't reveal what a post's original words were, but it can certainly cast doubt upon the credibility of what is currently written there.

Can the thread author edit the title? I've never considered even trying to do this. Also wondering why one would want to change the title of a topic?

Well it seems to me that a thread's origional topic should not change. If the topic of the post changes it sounds like a new post should be started. So I think for now I'd liek to leave this setting as it currently stands.

Changing the title may cause people to not be able to find a post they've been watching. And ease of being able to find what you want is important on the Internet. Its the primary reason that Google is such a popular search engine.
